TensorFlow has released a Python 3.13 compatible version, which was blocking us the last time we wanted to enable Python 3.13 support. Also, I have read the NumPy 2.0 migration guide, and there was nothing that stood out to me that would require action. With the test coverage we have now, I hope anything that could cause problems will show up in the tests.
I have adapted the test to run version 3.13, I will undo this when the tests have successfully passed.
